We remove everything loose, clean and prep the surface, apply a bonding agent so the new coat actually grabs, then trowel on a cement-based parge mix made for exterior freeze-thaw conditions. Then we give it the cure time it needs. Skipping any one of those steps is how new parging ends up back on the ground within two winters.
